Serbia's construction and infrastructure boom is hiring skilled trades and general labour from Pakistan on long-term projects.
As a Government of Pakistan–licensed Overseas Employment Promoter (OEP Licence No. 4035, BEOE-registered) with over 15 years of international recruitment experience, Falisha Manpower sources skilled, semi-skilled and unskilled Pakistani workers for employers in Serbia across construction, manufacturing, welding, logistics, agriculture, hospitality and caregiving, in line with applicable work-permit and employment regulations.
With a nationwide sourcing network and offices in Rawalpindi (head office), Lahore, Karachi, Peshawar and Azad Jammu & Kashmir (AJK), our team manages candidate screening, documentation and full deployment coordination throughout the hiring process.
Serbia is not a member of the European Union — it is an official candidate still negotiating accession — but it has become one of the most active labour markets in the Western Balkans for Pakistani workers. Years of foreign investment, a wave of road, rail and building projects, and the steady departure of Serbian workers to the EU have combined to leave employers short of labour, so the country now recruits abroad in large numbers.
Demand is led by construction and infrastructure, supported by a growing manufacturing base as international firms open plants, and by expanding logistics and warehousing along the main transport corridors. For many candidates Serbia offers a practical, comparatively quick route to well-paid contract work in Europe, even though it sits outside the EU framework.
Falisha Manpower sources, screens and trade-tests candidates in Pakistan and deploys them for Serbian contractors, factories and manpower companies under Serbian labour and immigration law, handling the documentation from start to finish.
Construction accounts for the bulk of our Serbian placements — masons, steel fixers, shuttering carpenters, scaffolders, concrete and formwork crews, electricians and plumbers, and welders and fabricators for structural and industrial work, along with the foremen who lead them.
Infrastructure and heavy industry add crane and plant operators, pipe fitters and mechanical fitters, while the widening factory sector takes production and assembly workers and machine operators. Logistics employers hire warehouse staff, forklift operators and drivers, and we also place general labourers and helpers. Each candidate is trade-tested against the role before selection.
Most postings are in and around Belgrade, the capital, where the largest construction and infrastructure projects are concentrated; in Novi Sad, the northern city at the centre of the Vojvodina region's industry and farming; and in Niš and the industrial south, together with the manufacturing zones that line the main motorway corridor.
We coordinate sourcing, screening and paperwork from our offices in Pakistan and stay in direct contact with the Serbian employer, so every stage of mobilisation is tracked from the first shortlist to the worker's arrival.
Serbia operates an employer-led system. The Serbian employer arranges the work authorisation for the role, and the worker obtains temporary residence and permission to work under Serbian immigration law, entering on a long-stay visa where one is required for Pakistani nationals.
Because Serbia is outside the EU, this is a national route governed entirely by Serbian rules rather than EU free movement. Fitness-for-work medicals and Protector of Emigrants clearance are done in Pakistan, while Falisha looks after attestation, visa documents and travel bookings to keep the whole process orderly.
Serbian labour law requires a written employment contract setting out salary, hours, leave and the term of employment, and the country applies a statutory minimum wage and mandatory social-insurance contributions. These are Serbian national protections — we do not present them as EU entitlements, because Serbia is not an EU member.
We place workers only on clear, documented contracts and talk them through the terms before they travel, so expectations about pay and conditions are settled well before arrival.
For a Serbian posting you will usually need a valid passport, trade or education certificates, experience letters and a clean medical, and most skilled roles involve a trade test so your ability is confirmed before you are chosen. After selection we arrange the work authorisation, the residence paperwork, the visa and your Protector of Emigrants clearance and book your travel.
On arrival the employer supports your residence registration and generally helps with initial accommodation as agreed in the contract. We brief each worker thoroughly before departure and, in keeping with the rules of the BEOE and the Protector of Emigrants, we never levy unlawful fees on the workers we place.
Construction and infrastructure are the heart of Serbia's demand for foreign labour. A sustained programme of motorways, railways, bridges, utilities and large building developments — much of it financed by foreign investment — has outpaced the local workforce, and contractors now rely heavily on overseas crews to keep sites moving.
We supply the full civil and structural trades these projects need: masons, steel fixers, shuttering and finishing carpenters, scaffolders, concrete workers and pipe fitters, plus the welders, fabricators and equipment operators that heavy infrastructure depends on. Candidates are trade-tested in Pakistan so they arrive able to work to the standard the job demands.
Alongside the big projects, a widening manufacturing and logistics sector keeps hiring production, warehouse and transport staff. Whether an employer needs a handful of specialists or a complete project team, we source, screen and mobilise on a dependable timeline and keep the sponsoring company informed at every step.
