Sourcing to travel
Azerbaijan's oil & gas, construction and services sectors in the Caspian region offer opportunities for skilled and semi-skilled Pakistani workers.
As a Government of Pakistan–licensed Overseas Employment Promoter (OEP Licence No. 4035, BEOE-registered) with over 15 years of international recruitment experience, Falisha Manpower sources skilled, semi-skilled and unskilled Pakistani workers for employers in Azerbaijan across oil & gas, construction, engineering and services, in line with applicable work-permit and employment regulations.
With a nationwide sourcing network and offices in Rawalpindi (head office), Lahore, Karachi, Peshawar and Azad Jammu & Kashmir (AJK), our team manages candidate screening, documentation and full deployment coordination throughout the hiring process.
Azerbaijan's economy is built on oil and gas. The fields and offshore platforms of the Caspian Sea, the pipelines that carry Azerbaijani energy to world markets, and the refining and petrochemical industry around the capital have made the sector the country's largest employer of technical labour and the main reason it recruits skilled workers from abroad. For Pakistani manpower, that energy base is the principal draw.
Construction is the second engine. Baku has undergone sustained redevelopment, and infrastructure, commercial and residential projects across the capital and the regions keep demand for building trades and site labour steady. Falisha Manpower sources and screens Pakistani candidates for Azerbaijani employers and contractors in these sectors, managing the screening, documentation and pre-departure process from Pakistan.
The oil & gas sector sets the tone for our Azerbaijani placements. Operators and their contractors look for welders and pipe fitters, riggers, scaffolders, mechanical fitters, instrument and electrical technicians and plant operators for onshore and offshore work, supported by HSE and QA/QC staff and experienced supervisors. Certified, trade-tested specialists are what these projects need.
Construction adds a broad second layer of demand: masons, steel fixers, shuttering carpenters, electricians, plumbers, HVAC technicians and welders, together with heavy-equipment operators and drivers. Facilities, logistics and services contracts take storekeepers, warehouse staff, cleaners and general labour. We match each candidate to the employer's requirement and trade-test them in Pakistan before selection, so they are ready for the site's standards.
Demand is centred firmly on Baku. The capital and the Absheron Peninsula around it hold the headquarters, fabrication yards, refineries and construction projects that drive most hiring, while the offshore platforms and coastal terminals of the Caspian anchor the energy workforce. Project and pipeline work extends into other regions as contracts require.
We coordinate sourcing, screening and documentation from our offices in Pakistan and work closely with the sponsoring employer in Azerbaijan, so candidates are matched to the right location and arrive prepared.
Foreign nationals in Azerbaijan work under an employer-sponsored arrangement: the hiring company obtains a work permit for the role, and the worker holds the corresponding work visa and completes temporary-residence registration after arrival. The sponsoring employer drives the process, so its approvals set the timeline.
In Pakistan we handle the steps that fall to us — the offer and contract, medical screening, Protector of Emigrants clearance, document attestation and travel. We work only with employers who provide genuine permits and documented terms, which keeps each worker's status lawful and clear throughout the contract.
Employment in Azerbaijan is formalised through a written contract registered with the authorities, setting out salary, working hours, leave and the employer's obligations under the country's labour code. For energy and EPC roles, the contractor's own employment policies and international site standards usually apply on top of this.
We review the offered terms — pay, hours, accommodation and transport — before any worker travels, place candidates only on documented contracts, and brief them beforehand. Workers who understand their terms settle in faster, and employers face fewer disputes during the contract.
To work in Azerbaijan you will usually need a valid passport, trade or technical certificates, experience letters and a clear medical; technical roles generally include a trade test so the employer can verify your skills before selection. Once selected, we obtain the work visa with the sponsoring employer, process Protector of Emigrants clearance, and organise attestation and travel.
After arrival your employer finalises your work permit and residence registration and provides the accommodation and transport set out in your contract. We brief every candidate fully before departure and, in keeping with BEOE and Protector of Emigrants rules, no unlawful fee is ever charged to a candidate.
Azerbaijan's oil & gas industry is the clearest source of demand for Pakistani workers. The Caspian's offshore platforms, the onshore processing and refining facilities, and the pipeline network that exports Azerbaijani energy all rely on a steady flow of technical manpower for projects, maintenance and turnarounds. We supply the certified welders, pipe fitters, riggers, scaffolders, fitters and instrument and electrical technicians these operations depend on, assessed and trade-tested before selection.
Construction works in parallel. Baku's long redevelopment and the infrastructure and commercial projects across the capital keep civil trades, operators and labour in demand, frequently on multi-year programmes.
For both sectors we can mobilise anything from a handful of specialists to a full crew, phasing larger intakes to match the project schedule and keeping the sponsoring employer informed from selection through to boarding. It is a technically demanding market, and we focus on candidates who can meet its standards.
